You rent space on their hardware and use their software and network connections. They do all the maintenance and IT support

It's pretty much the same deal you would get with any "provider" such as a cable company. You save the expense of all that sophisticated hardware and the cost of feeding and housing it. If there is a hardware failure, the hosting company pays the tab. You pay a small fee and save a great deal of aggravation.
